"The purpose of this post is to decode the realities of the Blackboard-WebCT announcement, which is easily the most significant deal in higher education high tech in the last five years, for those who may be users or administrators and not analysts.
First, this was an expensive deal (6x revenues for a company that is close to market saturation in a niche market is not normally a deal you do), but it is a gambit for a much bigger outcome. See point four below.
Second, prices will definitely go up - there is no question of "if" as has been mentioned in some of the press. This is because the minimum the investors are expecting out of this is more upselling in the installed base - raising prices is the most straightforward way to do this. "

For five years, Advanced Learning Technologies, a unit within the Board of Regents of the University System of Georgia has worked with faculty and staff to develop the eCore, an electronically delivered core curriculum for the University System of Georgia. The eCore contains online courses leading to the completion of the first two years of an undergraduate degree. They are now creating flexible eLearning through the use of Learning Objects that were obtained by deconstructing online courses. Surprisingly, what began as a plan to provide courses as learning objects which is a big undertaking has become something even bigger.

Fair use may not be what you expect. Simple, clean, concise rules do not exist in the law of fair use. For example: Do not assume that a nonprofit, educational use is inherently fair use. Do not assume that giving credit for the source of the work inherently creates a fair use. Do not assume that limiting access tomaterials to students in the class inherently creates a fair use. On the other hand, proper application of fair use can prove to be extremely beneficial to the instructor, the students, and the educational process as a whole.

The Sakai Project released v1.0 RC2 its open source Collaboration and Learning Environment software to the public. This release to the public is Sakai Release Candidate 2, and it puts the full code in the hands of any institution that wishes to begin using or understanding the Sakai software. This seems to be basically a bug fix but the important point is that it was done quickly.

Indelta and UKeU/Sun Microsystems LMS fall while Blackboard boasts early IPO success. In recent news, Australia's University of Southern Queensland (USQ) made public their losses on Indelta, a home grown LMS initiative that went commercial and is now in liquidation. In the UK, the collapse of the UK eUniversity (UKeU) has prompted a fire sale on their Sun Microsystems LMS product, but on 18 June it was announced that no acceptable offers had been received. These two failures are in line with a trend towards a shrinking commercial LMS market, where only the biggest companies may survive. ... Despite posting impressive first week stock price gains there is still doubt as to whether the education technology marketplace has fully recovered from the IT bust that decimated the industry in 2001.

SEPP institutions will have licenses and may implement Sakai 1.0, on schedule for release in July 2004. Sakai 1.0 will be a full production environment based on the existing course management implementations done at each of the four founding institutions, as well as work of the Open Knowledge Initiative (OKI), which designed the framework and provided a proof of concept for an open source learning management system for higher education. Docent Announces Preliminary for 4th Quarter and Year-end. Docent is reporting that they increased revenue and reduced net loss in 2003.
Docent's fourth quarter 2003 revenue is expected to be approximately $8.5 million, compared to $7.1 million in the fourth quarter of 2002. This represents an increase of 20%. License revenue will be approximately $3.8 million and service revenue will be approximately $4.7 million. For fiscal 2003, revenue is expected to be approximately $30.3 million compared to $27.8 million in 2002. This marks the most revenue recorded in any year in the company's history.And Docent adds that it's net loss was only $2.5 million compared to $3.2 million last year. December 10, 2003 — SunGard Data Systems Inc. Desktop IP (Internet Protocol) phones inched closer to computing platforms on Tuesday with Cisco Systems Inc.'s announcement of a phone with a color touchscreen and the addition of XML (Extensible Markup Language) application support to two of its less expensive phones. ... From the Ivy League to tiny community colleges, a majority of institutes of higher education say online learning is just as good as traditional, face-to-face classroom instruction. Nearly three out of four academic leaders say learning online may be better within three years. A comprehensive survey released today by Babson College and the Sloan Consortium concludes that online learning is at historically high levels and will continue to grow at a rate of nearly 20%.

Just like many VLEs in their early days, e-portfolio software packages seem to be either home-grown, commercial products that are spun off home grown systems or add-ons from existing vendors. ... OSPI (Open Source Portfolio Initiative) [is] largely based on the University of Minnesota Enterprise System's electronic portfolio software, the University of Delaware and the r-smart group have co-founded the initiative, and have attracted the Carnegie Foundation, the University of Rhode Island, Georgetown University, Indiana University, and the University of Michigan. The initiative received a Mellon planning grant as well. ... The OSPI [folks]have promised that the next release will be "OKI and IMS 'compliant'". When asked, Christopher Coppola of r-smart (a company set up to work on OSPI), says that they are looking into supporting the Digital Repository (DR), Hierarchy, Assessment, Authentication and Authorization OKI Open Service Interface Definitions (OSIDs). Trent Batson of Rhode Island university adds that, slightly further along, the OSPI might be working on a specialists portfolio OSID, in cooperation with the original OKI folks.

We are already in the fourth wave of course management systems. In the first wave we used the technology to do what we always were doing, such as using the Web to organize the elements of a course, and communicate to students. In the second wave we focused on using the technology to make our habitual processes more efficient. This wave saw the rise of the now common hybrid course or Web-enhanced campus courses in which the best of the Web interactions were integrated with the best of the campus interactions. The third wave created new systems that support efficiency in administration and delivery at the infrastructure and enterprise level. These systems are complex and relatively expensive, requiring ongoing support, upgrades, and maintenance for integrating into campus systems. At the same time, they provide features and capabilities that support a totally online "campus."'

A new study published by Eduventures, a research firm dedicated exclusively to the coverage of learning markets, identifies online distance learning as a unique market with unique needs. Through an analysis of institutions operating successful online programs, Eduventures created a framework highlighting key components comprising a model for distance learning success, including strong levels of IT, administrator, faculty, and student support.
The study further notes that reliability and system performance needs are much greater in supporting fully online programs than those required for stand-alone course management systems or other web-based tools used as course supplements to a traditional, face-to-face classroom environment.

The U.S. Army has announced that Blackboard Inc. will host the virtual classroom environment for the college courses offered through its Army University Access Online program. PricewaterhouseCoopers, the world's largest professional services organization, will manage the $453 million, five-year contract. The contract brings together more than a dozen technology providers and a primary set of 29 accredited higher education partners to create Army University Access Online, a customized, complete online university. The Army University Access Online program will enable U.S. enlisted soldiers to use an educational Web portal to take distance-learning courses and earn college degrees or professional technical certifications while they serve in the Army. As many as 80,000 soldiers will be able to earn degrees over the Internet. Blackboard will build an integrated solution with Saba and PeopleSoft that allows soldier students to work effectively in an integrated environment which will include the learning platform (Blackboard), the Learning Management System (Saba) and the Student Information System (PeopleSoft).
